BEQUAL communications and video production activities are deliberately designed to contribute to multiple objectives at once.

First, they increase visibility and understanding of the Australia-Ministry of Education and Sports of Lao PDR (MoES) partnership through the BEQUAL program. They help communicate BEQUAL’s high-level strategic messaging and reform agenda by translating education policy and practice into clear and accessible messages for decision-makers, education stakeholders, teachers, parents and the wider community.

A second key focus of the communications strategy is behaviour change. Communications products and activities are designed to raise awareness, build ownership, encourage uptake, and support the primary curriculum revision, the teacher continuing professional development system, and improved teaching and learning practices. Through instructional videos, documentaries, TV and radio spots, printed materials, press and social media releases, public diplomacy events, and website content, BEQUAL communications help turn complex education reforms into practical and engaging messages that support implementation.

Capacity building is another important part of the work. The communications and video production team works closely with the MoES Media teams and selected Teacher Training Colleges to identify communication opportunities and needs, produce relevant materials, and reach target audiences. Production is done jointly through workshops, training and in-the-field practice for relevant MoES personnel, helping to strengthen ownership and sustainability within government systems.

The communication team collaborates closely with Cabinet, Department of Planning and Finance, Department of Teacher Development and Educational Administration, Research Institute for Educational Sciences, Department of General Education, MoES’ Division for Advancement of Women, Mothers and Children, MoES’ Women’s Union and external media outlets as appropriate.
Lastly, BEQUAL communications play a strong role in promoting gender equality, inclusive education, and child protection. GEDSI principles are integrated across communication products and activities, with progressive and inclusive messaging and representation that promotes gender equality, disability inclusion, and safe learning environments for all children.
