BEQUAL is using a two-tiered approach

1. BEQUAL supports sector-wide policy development, systems strengthening and nationwide use of primary curriculum and Spoken Lao lessons.
2. In 30 target districts, BEQUAL provides more intensive support to Teacher Training Colleges, Provincial Education and Sports Services and District Education and Sports Bureaus leaders and technical teams to implement national policy and systems in locally relevant ways.
