BEQUAL’s Monitoring, Evaluation and Learning (MEL) approach is consultative, participatory and designed to support continuous improvement. The MEL system tracks implementation of activities, effectiveness and impact of program interventions, and uses evidence to strengthen decision-making, accountability and learning across the program.

The objectives of BEQUAL’s MEL activities are to:

BEQUAL support focuses on:

  • Demonstrate accountability to development partners and stakeholders by monitoring implementation of planned activities, the quality and effectiveness of activities and outputs, and progress towards outcomes
  • Support adaptive management and performance improvement by tracking implementation progress and using evidence to identify gaps, risks and areas for improvement
  • Learn and share what works and what does not, and under what conditions, through validation and reflection workshops, targeted research, and evaluations
  • Inform scaling up of effective approaches through monitoring, pilot projects and evaluation
  • Build MEL capacity in government counterparts through M&E workshops, monthly MEL support for DESB and TTC MEL staff, and support to strengthen M&E systems and tools.

BEQUAL’s MEL system is flexible and adaptable, allowing it to respond to emerging priorities and reflect the diversity of program activities. The MEL system is designed to be fit for purpose and user-friendly to ensure all stakeholders can access information and relevant evidence for decision-making. MEL supports mutual learning and continuous improvement across BEQUAL and its implementing partners, contributing to a shared understanding of how to achieve sustainable outcomes.
